The Dover Police Department arrested three juveniles after they fled from officers on a traffic stop.  Officers observed a red Kia Spectra in the area of S. Kirkwood Street and W. Division Street being driven without lights on.  Officers initiated a traffic stop on the vehicle.  As officers were about to approach, the vehicle sped off, running a stop sign on West Reed Street onto S.
